A quick explanation of why CT has a salt shortage

In the days leading up to a big storm people begin to get nervous. They go out to buy things they think they might need. Then they start thinking about how everyone else is thinking the same thing..."well, we better get to the store before all the bread and milk is gone!" And, since everyone knows that the store aren't going to raise prices for things they're going to either buy now or buy four-five days from now, that is exactly what everyone does.
